The Lopez Center Tower

Lopez Center Tower is supertall skyscraper under construction in Rockwell Center Makati, Philippines. Its total height is 320 meters and is expected to be completed in about 5 years. Its design near to the design of Freedom Tower in New York City.

If completed it will be the tallest skyscraper in the Philippines, currently the Tallest is PBCom Towers.

Is this project moving forward? I see no work at the site. In fact it is not even clear of other buildings. What is the hold-up?
