These projects are the new Bacolod airport access road (Bacolod-Silay Road), the widening or improvement of the Gapan-San Fernando-Olongapo (GSO) road covering the Lubao, Dinalupihan, Bataan section, and the Caticlan airport development project. Aiming to reduce traffic congestion in the Bacolod Coastal Road, the P972-million New Bacolod airport access road project proposed by the Department of Public Works and Highways (DPWH) intends to connect the airport in Silay City to Bacolod City. The access road has a total length of 10.12 kilometers. A two-lane road will be initially opened in 2011. It will be widened into a four-lane road by the end of 2018. On the other hand, the GSO Road project also proposed by the DPWH aims to spur economic development in Central Luzon. Its improvement also aims to provide safety, convenience and faster travel for motorists coming from the project area to the various tourist and business destinations in Olongapo, Zambales and Bataan. The projects’ total cost amounts to P2.06 billion, of which P1.31 billion will be sourced from the Korean EDCF while P745.5 million will be from the National Government’s counterpart funding. While the project was approved, the NEDA decided to defer its implementation and prioritize the completion of the ongoing locally-funded Lubao diversion road instead. Meanwhile, the unsolicited build-rehabilitate-operate-transfer (BROT) proposal for the Caticlan airport development project involves the rehabilitation of the existing Caticlan airport to accommodate the increasing passenger traffic bound for Boracay Island and other tourist destinations in Region VI. The project also aims to increase the capacity of the airport terminal for greater passenger traffic, accommodate regional flights and larger aircrafts and improve quality of service and passenger safety and security in the area. The construction and rehabilitation of the P2.5-billion airport project is targeted to start this year. The Air Transportation Office (ATO) will manage the airport until 2010 while the Caticlan International Airport and Development Corp. (CIADC), who will finance the project, will take over its operation by 2011 to 2033. The Arroyo administration has been putting greater emphasis on infrastructure projects as a long-term stimulant to economic growth. The leading government agencies involved heavily in infrastructure projects are the Department of Transportation and Communications (DOTC), National Irrigation Authority (NIA), the Philippine Ports Authority (PPA), the Bases Conversion Development Authority (BCDA), the Light Railways Transportation Authority (LRTA) and the DPWH.
