Henry Schumacher, executive vice president of the European Chamber of Commerce of the Philippines, told reporters that the German firm was interested in being part of a consortium that would undertake the unfinished contracting works in the airport terminal. The consortium, he added, would be 75 percent Filipino-owned, with the German company holding the balance. He declined to name the German company. “Fraport is no longer participating. They want the money, they want just compensation,” said Schumacher. Fraport holds a 30-percent share in Philippine International Air Terminals Co. Inc., which won a government bidding and built the Naia-3 under a build-operate-transfer scheme. The company wants to recover its investments amounting to $425 million, bulk of which was written off after Manila nullified the contract of Piatco to finish the construction of the new terminal. Schumacher, a representative of the German community in the ECCP, said the contract for the unfinished works of the new terminal would likely range from P500 million to P800 million. Takenaka Corp. of Japan, the original contractor of the airport terminal, has asked the Philippine government for the third time to complete the facility after it was taken out of the project for failing to meet safety standards. Schumacher said the other German company is interested in completing the job left unfinished by Takenaka. The government said it would not operate the Naia-3 until all the structural defects were repaired. The Manila International Airport Authority is studying whether to pursue a competitive bidding for a new contractor or proceed with a negotiated bid given the need to immediately have the project completed
