Group seeks billboard regulation

{mosimage}A group wants the government to regulate the P2-billion billboard industry to prevent a repeat of the collapse of huge displays in the metropolis during typhoon Milenyo in 2006.

Lawyer Oliver San Antonio, representing the Billboard Safety Initiative, said five of the country’s biggest billboard outfits did not belong to Organization of Outdoor Advertisers Association of the Philippines.

He said the group is composed of more than 60 percent of billboard clients covered by United Neon, Media Pool Inc., Summit Media, Outcomm, and Big Board Advertiser, among other firms.

“We support any initiative providing legislation on the industry by giving safety procedures. We will comply with government regulations.” He noted that Senate Bill 1714 of Senator Miriam Santiago, who urged the crackdown in 2006 on illegal displays, was not re-filed since the 14th Congress convened on July 2007.

“What we are practicing now is self-regulation. We want a new Senate or House bill filed, but with certain amendments especially as to size,” said San Antonio.

“All our billboards can withstand any wind, even typhoon signal no. 3.”

San Antonio said the group has met with the Public Works and Highways Department.

“We have complied with the DPWH’s three stringent requirements: permits from LGUs that examine the technical specifications; insurance on P100,000 per billboard; and the rigid specification, like 3 to 6 meters away from a power installation.”

San Antonio said their LED (light emitting diode) displays at SM Mega Mall complied with the National Building Code.
