| Bill aims to modernize construction industry |

The industry could “triple or quadruple” its revenues if developed under the proposed Philippine Construction Industry Development Authority (Philcida), said Representatives Del De Guzman of Marikina and Lorenzo Tañada III of Quezon. “If modernized and made more competitive, the industry may triple or quadruple its income and job generating potentials,” Tañada said in a statement on Monday. At present, the lawmakers said the construction industry earns around $25 million annually from international projects. In 2005 alone, construction created 1.7 million jobs, they added. House Bill No. 3794 seeks to boost the industry's earnings and create even more jobs. “Despite its potentials, the industry has not sustained its growth in relation to the population and the nation's expanding requirements,” Tañada said. Tañada and De Guzman blamed the “absence of an enabling policy that will make it more competitive in a rapidly globalized world.” “In other countries, they managed to develop their construction industry by continuously upgrading their industry's capabilities, and the skills of their construction workers and engineers,” they said in a joint statement. Meanwhile, the Philippines was “unable to produce enough engineers, designers and skilled workers as most of them are being pirated by foreign construction firms,” they said. Under the bill, the proposed Philcida would provide “integrated human resources development for the industry, covering the upgrade of skills, health, safety and the protection of construction workers.” It also seeks the creation of the Construction Industry Competitiveness Upgrading Fund as an “instrument to promote industry modernity and development.”
