Chairman Ramon Revilla Sr. of the Philippine Reclamation Authority has imposed a 90-day suspension order on five of his subordinates accused of overpricing the construction of the Macapagal Boulevard in Pasay City. PRA deputy general manager for finance and legal administration Theron Victor V. Lacson, assistant general manager Jaime R. Millan, technical services department manager Bernardo T. Viray, project management officer Raphael Pochollo A. Zorilla and legal department manager Cristina Amposta-Mortel have been ordered placed under preventive suspension. They, along with six state auditors, were indicted by the Sandiganbayan for allegedly taking part in a conspiracy to defraud the government by overpricing the construction of the P1.1-billion, 5-km Macapagal Boulevard. Those suspended by the Sandiganbayan from the CoA were identified as state auditor V Manuela E. de la Paz, state auditor and technical services division chief Arturo S. Layug, supervising technical audit specialist Benilda E. Mendoza, assistant chief of technical services Epifanio L. Pureza, technical specialist II Jose G. Capistrano and technical audit specialist I Ma. Cecilia A. dela Rama. The state auditing office has yet to file a report on the suspension order for the six auditors. The Ombudsman recommended their indictment for graft after finding evidence that there was overpricing by at least P630 million. Private contractor Jesusito Legaspi was also named a defendant in the case. Revilla’s move was in consonance with the July 30 directive of the Sandiganbayan First Division ordering the suspension of the officials.
